Open governance

The university governance is the structure of relationships between the various players through which decisions are taken that affect the university community. Governance, as a structure of decisional relations, becomes more complex when society also takes part. It involves an increasing number of players and interdependent relationships.

The University of Girona proposes in a conscious way a decision-making structure or open transparent and participative governance, in accordance with the way society is evolving, towards an open,networked society.

The Statutes of the University of Girona establish that the UdG is an institution of public law with its own legal status, with full public and private capacity to act and with its own assets for the deployment of its purposes and functions, and, in accordance with article 27.10 of the Constitution, enjoys autonomy.

In accordance with the Statutes of the University of Girona, governance is exercised both by collegiate and unipersonal bodies of a general nature and by collegiate and unipersonal bodies from a particular area. They are as follows::

  1. Collegiate bodies of a general nature: the Senate, the Board of Trustees, the Governing Council and the advisory bodies (Executive Council, Advisory Board, Faculty Board of Deans and Heads of Schools, departmental board of directors, board of directors of university research institutes and the Quality Commission).
  2. General unipersonal bodies: Rector, Vice-Rector, General Secretary, General Manager, deputy general manager and University Ombudsperson.
  3. Collegiate bodies covering a specific area: faculty or school board, governing commission and academic council of a faculty or school, department council and institute council.
  4. Unipersonal bodies covering a specific area: dean or vice-dean, secretary and curriculum coordinator of a faculty, director, assistant manager, secretary and School curriculum coordinator, director and secretary of a department, director or secretary of an institute.

The University of Girona is committed to introducing formulas and mechanisms geared towards improving UdG governance, in order to facilitate the university community’s participation in the decision-making process and ensure transparency, as well as speed up and improve the way its governing bodies operate.

This was the aim behind which the Governing Council gave its approval, at meeting 8/12, of 20 December 2012, to the adaptation of its advisory committees and their respective organisational and operational regulations .

UdG Principles of Good Government and Code of Best Practices

The Governance Committee, set up to develop the process of improving the UdG’s governance model, formulated some principles of good government and drew up a code of best practices for the University, which was approved at session 1/12 of the Governing Council. This code must serve as guide for establishing and/or improving certain aspects of University governance, executive action and the exercise of its managerial function.
