Historically, the various kinds of rights have appeared and been consolidated in stages.The latest ones to be incorporated into the Constitutions were economic, social and cultural in nature, which are, what is more, the ones that are more difficult to be protected, given the economic costs they entail.A key question is, therefore, to see how federalism can contribute to its recognition and protection, the same as with the other rights.
