En aquesta sessió el Dr. David Duenas-Cid presentarà un dels elements que fan d’Estònia un país innovador en relació a l’Administració Pública i la relació amb la ciutadania: el desenvolupament d’un sistema de vot per internet. Estònia és el primer i únic país al món que fa servir un sistema de vot electrònic en totes les convocatòries electorals (municipals, estatals i europees), des de 2005, i amb un nombre d’usuaris en augment constant. En la presentació es descriurà el funcionament i desenvolupament del sistema electoral estoni, no només pel seu interés en tant que sistema innovador, sino també per la seva actualitat: degut a la pandèmia de coronavirus, la pregunta sobre com s’han d’organitzar eleccions està damunt la taula degut a l’impacte de la pandèmia de coronavirus i el seu potencial efecte sobre el desenvolupament electoral.
En acabar la presentació hi haurà un debat amb els participants.

Dr. David Duenas-Cid is a Senior Researcher at Ragnar Nurkse Department of Innovation and Governance, Taltech – Estonia, and Assistant Professor at the Department of Management in Networked and Digital Societies at Kozminski University - Poland. Has been Invited Lecturer at Budapest University of Technology and Economics (Hungary) and Visiting Lecturer at University of Warsaw (Poland).
Working on Digital Democracy and e-Government, his recent work was devoted to the patterns of innovation of digital states, the costs of internet voting and the processes of creation of trust and distrust in electoral technology. Associate Editor of Frontiers in Human Dynamics, on the section of Social Networks. Chair of the Track on Administrative, Legal, Political and Social Issues of E-Vote-ID Conference. Board Member of the RC48 on Social Movements, Collective Action and Social Change of the International Sociological Association and organizer of the session “Collective Action on the Digital Age” in ISA Toronto 2018 and “Revisiting the Role of Digital Media in Social Movements” in ISA Porto Alegre 2021.
