Ajuts a projectes de recerca transnacionals sobre aspectes ètics, filosòfics, legals i sòcio-culturals relacionats amb la neurociència
L’ERA-Net NEURON “Network of European Funding for Neuroscience Research” és una xarxa co-finançada entre la Comissió Europea i 19 agències nacionals finançadores de la R+D+i de 16 països que té com a objectiu finançar projectes transnacionals en l’àmbit de la neurociència.
La convocatòria 2020 Neuroethics (ELSA) té com a objectiu facilitar la recerca col·laborativa multinacional que adreci qüestions importants relacionades amb aspectes ètics, filosòfics, legals i sòcio-culturals relacionats amb la neurociència i els seus avenços recents.
Les propostes podran tractar els següents temes:
- the consequences of the development of neuroscientific diagnostic methods (e.g. handling of incidental findings; the “right not to know”; very early disease prediction before symptoms occur; diagnosis in absence of treatment options; interactions between socio-culturally diverse patients and health personnel; availability of novel expensive methods)
- clinical research with patients suffering from neurological or psychiatric diseases (e.g. developing tools to improve the assessment of decision-making capacity of patients, analysis of legal measures to protect those who do not have the capacity to consent)
- intelligent technologies and close human-machine interaction (e.g. Ambient Assisted Living, Brain-Computer Interfaces, machine learning); personality changes as side effects of neurological or psychiatric therapies (e.g. Deep Brain Stimulation; brain implants)
- use of brain data; biobanking of neural tissue (e.g. tissue donation, deceased donor, data protection, possible consequences for relatives)
- brain interventions in legal contexts (e.g. “brain reading” for the detection of deception; brain intervention of offenders; psychosurgery; insurance law)
- the impact of modern neuroscience on traditional philosophical questions, concepts and theories regarding fundamental aspects of human nature (e.g. the relationship between mind and brain, the nature of consciousness, self- and personal identity, free will)
- neuroenhancement such as alteration of mental states (cognitive, affective) and abilities (e.g. cognition, sleep, appetite, sexual behaviour) in healthy subjects by pharmacological or by electrical/magnetic brain stimulation
- abnormal behaviour reduced to deviant brain states (e.g. expansion of the concept of neurotypical brain and illness; seeing psychiatric symptoms merely as specific neurochemical imbalances)
- societal and cultural changes induced by neuroscientific knowledge and its application
S’han d’integrar totes les disciplines científiques i les institucions que siguin rellevants per a la qüestió específica de recerca ELSA. Per exemple, experts dels camps de la neurociència, psicologia, medicina, informàtica, enginyeria, filosofia, teologia, dret, ciències socials, estudis culturals o economia sanitària.
Poden incloure's indústria (farmacèutica), assegurances de salut, pacients, familiars, representants de pacients o altres grups de persones directament afectades.
A partir de les anàlisis dels projectes, els investigadors i les investigadores haurien de desenvolupar propostes d’ús socio-compatible dels avenços neurocientífics. També, hauran de desenvolupar i implementar conceptes per a una comunicació pública eficaç dels resultats del projecte.
Es recomana la comunicació dels resultats a nivell internacional.

Les organitzacions següents han acordat finançar la convocatòria conjunta per a projectes de recerca multinacionals en ELSA de Neurociència:

- National Institute of Health Carlos III (ISCIII), Spain
- Swiss National Science Foundation (SNSF), Switzerland

Participants: mínim 2 grups de recerca de 2 països elegibles diferents i màxim 5
Data límit de presentació: 28 d'abril 2020 a les 14h.
Pressupost: 100.000,00€ per coordinador; 50.000,00€ per soci. Es finançaran 1-2 propostes
