Article 72 of Law 31/2002, of 30 December, on fiscal and administrative measures establishes that:

The pay guarantee established in the eleventh additional term of the only text of the Law on public function of the Administration of the Government of Catalonia, approved by legislative Decree 1/1997, is applicable to Professors of Catalan public universities that occupy, or have occupied for two or more consecutive years, the post of rector,

This eleventh additional term establishes:

Eleventh

The start date for consolidation of the personal level

1. The start date for the consolidation of the personal level of statutory public servants with a degree is 5 July 1977.

2. Statutory public servants with degrees who for more than two consecutive years, or three with interruption, occupy or have occupied posts as high ranking officials within the Administration of the Government of Catalonia, of a category equal to or higher than general manager, receive the location supplement corresponding to their personal level from the moment they take up active service and while they occupy the post. This amount is increased to make it equal in value to the location supplement or the equivalent established for general managers each budgetary period, in addition to a personal, variable supplement that is determined in accordance with the terms established in chapter 3 of title 5 of this Law.

They also receive the supplement established in this section when they re-enter active service as statutory public servants with a degree after they have occupied the position of high ranking official in another public administration for two consecutive years or three with interruptions, in accordance with the terms established in the specific regulations of this administration, and whenever this Administration reciprocally recognises equal treatment of its statutory public servants when they re-enter active service after occupying positions as high ranking public officials in the Administration of the Government of Catalonia

3.
