Cooperation

The Catalan Agency for Development Cooperation (ACCD) is the Government of Catalonia body responsible for managing cooperation with development projects, and for matters concerning building peace, humanitarian action and human rights with the aim of helping eradicate poverty and favouring sustainable human development.

The Spanish Agency for International Development Cooperation (AECID) is a Public Law Entity affiliated to the Ministry of Foreign Affairs and Cooperation through the Office of the Secretary of State for International Cooperation (SECI). As established in Law 23/1998, of 7 July, on International Development Cooperation, this is the body that manages international cooperation for development policy and its aim, according to the Statute of the Spanish Agency for International Development Cooperation, is the promotion, management and implementation of public international development cooperation policies directed at the fight against poverty and at achieving human sustainable development in developing countries, and in particular in the ones that feature in the Master Plan enforced every four years. The fight against poverty is the ultimate objective of Spanish international development cooperation policy. This is a part of Spain’s foreign action and is based on an interdependent, solidary conception of international society.

OCUD is a joint initiative between CRUE Spanish Universities, the Spanish Agency for International Development Cooperation (AECID) and the Ministry of Foreign Affairs and Cooperation.

This Observatory was created on the initiative of the Internationalisation and Cooperation Commission of CRUE Spanish Universities and its structure forms part of the Conference of Rectors of Spanish Universities. As an executive and representative organ, OCUD has a Director and an Advisory Board made up of representatives of different Spanish, AECID, MAEC and CRUE universities.

The aim of OCUD is to be the benchmark for university development cooperation in Spain.
The Observatory is a central node in the network of cooperation development structures of all the Spanish universities. To this effect, an integrated information system that enables CUD knowledge to be improved, actions to be standardised, and joint strategies to be implemented was created.

The OCUD facilitates experience exchanges among universities and contributes to raising awareness of the work of the Universities in Cooperation, their potentialities and resources.

It also aims to improve relations with other cooperation agents and to collaborate more effectively in actions and joint projects to promote networking among the universities and with other cooperation agents.

The Observatory is an indispensable information source to definitively integrate the CUD into the Spanish cooperation system in all the processes of the cycle, through planning, implementation and evaluation.

The UdG is in 4th position regarding the Spanish Universities’ contribution to Official Development Assistance according to the "The University Cooperation for Development 2016” report, which reflects the Spanish Universities’ contribution to Official Development Assistance. The report is based on the "Aid follow-up survey" launched annually by the Ministry of Foreign Affairs and Cooperation (MAEC), in which the Spanish universities have taken part since 2006.

The Algeria Universities Project (PAU) is a development cooperation program based on joint work between two Mediterranean university networks, the Vives Network of Universities and the Regional Conference of Universities of Western Algeria (CRUO). The inaugural meeting (Ora, 1 March 2007) culminated in the two networks signing the collaboration agreement.

PAU’s general objective is the integration and recognition of the Algerian university system within the Mediterranean arch, while at the same time promoting it as a good benchmark in higher education.

The specific objective is to construct and consolidate a framework that structures different actions and relations that promote research, teaching, awareness-raising and the dissemination of knowledge applied to development between the twenty universities of the Vives Network of Universities and the sixteen higher education institutions of the Regional Conference of Universities of Western (CRUO) Algeria.

The Catalan Association of Public Universities (ACUP) is an association made up of the eight public universities of Catalonia. Founded in 1997 with the aim of being their mouthpiece, the ACUP is their representative and promoter.

The mission of the association is to support the work of the member universities and to join efforts to share knowledge and good practices. To this effect, they also work to ensure a prosperous, diverse higher education sector that is advantageous for everybody.

The ACUP promotes activities that contribute to the social, cultural and economic development of Catalonia. The priority is to promote university education and quality research, enabling a steady advance towards constructing a society based on knowledge.

The ACUP also fosters effective cooperation between the associated universities and other national and state organisations and institutions, and local authorities, through exchanging information and producing studies, reports and recommendations.

To this effect, the association acts as the professional association, defining the priorities of the Catalan university system and collectively negotiating with the Catalan Parliament and the Government of Catalonia in the interests of the public universities.

Collaboration among the Catalan public universities, therefore, is a response to the desire to carry out joint actions for the good of progress and the country. The ACUP works for the future with this aspiration, and based on the principles of autonomy, Catalanism and modernity which have characterised the university history of Catalonia.
