Hypothesis and objectives

Hypothesis

Based on the background of this study, the authors have formulated the following hypotheses:

  • H1: Interdependencies and interference between policies of regulatory institutions at different hierarchical levels or different competencies significantly reduce the efficiency and effectiveness of the policies if there is no coordination between them.

  • H2: A policy implemented on the basis of a pre-existing policy can improve the well-being of society, as long as interdependencies between them are taken into account.

  • H3: The social network of agents is important for the emergence and persistence of social norms and the correct formulation of policies related to the bioeconomy.

  • H4: The social network of agents is important for social learning and the correct formulation of policies that seek to intensify the adoption of new technologies.

Objectives

Based on these four hypotheses, the project aims to improve the management of natural resources by designing policies that take into account social interactions between agents and the interdependence and interference between policies designed by different regulatory bodies. This general goal is specified in 6 specific objectives.

  • O1a: Develop a theoretical framework to determine when a combination of externalities can be decoupled and corrected separately in different models, or when this separation is not feasible and they are to be dealt jointly in a single model.

  • O1b: Determine how to design a policy that increases the well-being of society in the presence of another pre-existing and immovable policy.

  • O1c: Analyze the impacts of droughts as a result of climate change on the economies of a geographical area, taking into account the interdependencies between countries and economic sectors, to identify adaptation policies that minimize economic and social costs.

  • O2a: Analyze the extent to which social interactions and their underlying pattern (type of social network) and the severity of the social dilemma influence individual behavior, the existence and stability of balance, and cooperation.

  • O2b: Analyze the availability and effectiveness of policies that increase social pressure and/or strengthen compliance with legal instruments and how these policies are substitutes or complements.

  • O3: Analyze the role of agronomic know-how, benefits and costs and patterns of social interaction for the process of adopting new agricultural technologies and for designing policies that improve their adoption rate.
