A Bulgarian SME together with partners from Norway, Belgium and Portugal prepare proposal under the call H2020-LC-SC3-EE-9-2018-2019 “Innovative financing for energy efficiency investments”. They will develop and disseminate new tool for evaluation and financing of Energy Efficiency projects (EEP).

The project offers development of a standardized, easy understandable, functional and user-friendly software, which financial institutions can use for evaluation and management of Energy Efficiency projects (EEP). It gives also opportunity for effective combination between public and private funds for projects to improve their financial viability.
Currently the main obstacle confronting the realization of EEP is the financing. Banks are not actively participating in this area of business, due to difficulties in understanding its complex environment. Technical calculations and terminology are sophisticated and it is difficult and costly to evaluate risks, economic benefits, real effects and profit sources.
The project will tackle this challenge by providing a standardized methodology for evaluation of EEPs for financing, together with customized software platform, tested and validated by its end-users for faster, more effective and lean evaluation procedure in terms of transaction costs. The project will step upon an already existing financial tool to be further specified for the needs of the financial institutions.
The project activities include:
- Scaling-up the range and functionalities of the tool into an easy-to-oprerate software platform
- Preparation of standardized evaluation methodology of EEPs
- Marketing, dissemination and roll-out of the final product.
The expected impact of the project would be:
- Better efficiency of the process of Energy Efficiency (EE) projects evaluation
- Lower transaction costs – less staff, time, technical outsourcing
- Pan-European use of the project results.
The project consortium features:
- Developer of the tool’s concept and functionalities
- Advisors/consultants in Energy Efficiency sector – will be engaged with the business model for the sector
- Energy Service Company and a bank – for advising on the tool's functionalities and testing with EEPs practical cases
- Software developer
All partners will be engaged with marketing and dissemination of the evaluation methodology and the tool/platform across EU.
The Bulgarian SME initiating the proposal is experienced in financial management of Energy Efficiency projects, while the partners from Norway, Belgium and Portugal work in the area of Energy Efficiency advisory, projects preparation and implementation.
Partners sought to complement the consortium:
- Coordinator – organization experienced in managing Energy Efficiency projects within Horizon 2020. Being an Energy Service Company (ESCO) or EE advisor is advantageous. Organizations such as consultancy or engineering company or analyst in the domain (university, SME, association) are also acceptable.
- Bank - to test the tool, evaluation methodology and the final platform by providing valuable feedback and recommendations.
This project proposal is aimed for the LC-SC3-EE-9-2018-2019 call: Innovative financing for energy efficiency investments, or for the call LC-SC3-EE-10-2018-2019-2020: Mainstreaming energy efficiency finance, if the project consortium finds it more appropriate.
